Since 2006, the Ministry of Education Science and Technology (MEST) and the Korea Education Research Information Service (KERIS) have been promoting e-Learning globalization and education exports, efforts which are beginning to bear fruit. On September 23, MEST and KERIS launched a consulting project for an Uzbekistan ICT in education consulting project. The project is a consulting service for an Uzbekistan ICT in education for primary and secondary schools. On the request by the Uzbekistan Ministry of Public Education, the project will begin in the second half of 2008 and be finished in the first half of 2010. As its first step, several Korean experts in ICT in education, including one from KERIS, have been dispatched to Uzbekistan in late September to conduct a survey on the country’s status of ICT in education and consultation with the Ministry concerned.
The project outputs are the foundation for making improvements on errors and problems associated with the project execution, and are also the core basis for the maintenance and management upon the project completion. The outputs for this project are defined as the following. This consulting project is intended to provide the fundamental requirements for the implementation of ICT in Uzbekistani schools. Given the experience and know-how of KERIS in the case of ICT in Korea’s education system, the following consulting services are proposed.
In accordance with the internationalization of the Korean model of educational informatization, this consulting project is based on informatization project best practices by Korean educational organizations. KERIS will only allocate the most competitive consultants and IT experts with significant experience in the fields of both education and administration in order to provide MOPE(CDMEP) with the optimum in IT vision and strategies. At the same time, KERIS will endeavor to achieve the most successful realization of Uzbekistan’s Educational Informatization by making full use of previous experience in domestic/overseas educational informatization in terms of ISPs, PC supplies, e-Portals, expert undertakings and training programs.

The KERIS consulting methodology for this consulting project has been verified through numbers of applications and successful completions of domestic educational informatization projects. This consulting methodology consists of 5 phases: the project preparation, the environment analysis, the information strategy planning, the execution plan establishment and the evaluation, and each phase is completed by accomplishing activities, which is based on the tasks. Each task has its own output and associated techniques.
